Fresh Step is made by Clorox and Tidy Cats by Purina, and both sell a long list of clumping clays. The table below sets the brand claims against what we measured. Claims are taken from each brand’s current unscented formula.

The measured columns favor Fresh Step, while the brand claims favor Tidy Cats. That pattern repeats through this comparison: Tidy Cats promises more, and Fresh Step performed a little better when someone measured it.

How the Two Litters Scored in Tests

I ran both litters head to head, including a 60-day Tidy Cats test. Here’s how both compare with the best clay I tested.

Neither brand comes close to a premium clay. Dr. Elsey’s Ultra measured a fourteenth of the dust and far firmer clumps for only three or four cents more per day. If you’re choosing on performance alone, my best cat litter guide covers the stronger options.

My cats have used both brands. With Fresh Step, we started on a scented formula, but the fragrance was too strong for me, so we moved to the unscented version. Both cats took to it without any trouble.

Odor Control: Charcoal, Blockers and Perfume

Both brands use activated charcoal and an ammonia-blocking ingredient in their current clays. The difference is the fragrance layered on top. Fresh Step partners with Febreze and Gain, and its scented formula relies heavily on perfume rather than absorption. The scent is noticeable but not overpowering.

Tidy Cats scents its litters with Glade, which smells milder than Fresh Step’s Febreze, and it backs its unscented formula with a longer odor-control claim. I don’t have ammonia readings for either litter yet, so there’s no measured odor winner.

My advice is to skip the scent entirely. Many cats dislike perfumed litter, which I cover in whether scented litter is bad for cats. Both brands sell unscented versions with the same charcoal base.

Dust and Tracking Around the Box

Fresh Step measured 0.42 mg of dust per pour and Tidy Cats 0.50 mg. Both are low compared with the cheapest clays, but high next to premium litters. Both brands’ “99% dust-free” labels describe a small cloud, not no cloud at all.

Formula matters as much as brand here. Fresh Step’s Multi-Cat version was very dusty with moderate tracking, while its Extreme Odor Control formula did better. In my home, Fresh Step clumped well and was easy to buy, but the dust was noticeable.

How Well Each Litter Clumps and Scoops

Fresh Step held 66% of its clumps in our drop test and Tidy Cats 62%. All three Fresh Step formulas I tried formed tight, hard clumps. Tidy Cats Instant Action clumps quickly, but the clumps are softer and quick to break when scooped.

Soft clumps matter more than they sound. Broken pieces stay in the box, keep smelling and mean you need a full change sooner. Weight, Price and Where to Buy

Price is close enough to call a tie. Fresh Step works out to $0.45 per pound and $0.40 per day, and Tidy Cats at $0.44 per pound and $0.39 per day, for one cat. Over a year that’s a difference of about four dollars. Prices change often, so check the retailer’s page before buying.

Tidy Cats wins on convenience. It’s sold in most grocery stores, and its LightWeight formulas are about half the weight of standard clumping clay. Fresh Step also sells a Light Weight line. If you carry bags up stairs, either lightweight version will spare your back.

Which Formula to Pick From Each Brand

Each brand sells more than a dozen formulas, and the names change often. Fresh Step alone lists over 25 on its website. These are the ones I’d shortlist, based on the review data and each brand’s claims.

Owner feedback points the same way. Tidy Cats Free & Clean Unscented gets consistent praise for firm clumps, little smell and low tracking, while some owners find the brand’s scented formulas dustier. Are These Litters Fine for Most Cats?

Both are fine for most healthy cats. They’re ordinary clumping clays with an odor-control layer, sold by two of the largest pet brands in the US. Neither is a premium litter, and neither claims to be. They trade some dust and clump strength for a low price and easy availability.

The main thing to watch is fragrance. A cat that suddenly avoids the box after a litter change may dislike the new scent. Switch gradually, mixing the new litter into the old over about a week, and move to the unscented version if your cat hesitates.

We’ve used Tidy Cats Free & Clean Unscented too, and it did a good job. Between the two, I leaned toward Fresh Step’s unscented formula. For most homes, the choice comes down to price and what your local store stocks.
